Russia during negotiations with Ukraine set 4 conditions to immediately end the invasion. Kremlin spokesman Dmitry Peskov (among the oligarchs sanctioned by the EU) revealed Moscow's demands to Kiev, a few hours before the two delegations met for the third meeting of the negotiations. Firstly, the cessation of military operations: the Ukrainian army must lay down its arms and stop fighting.
Secondly, the recognition of Crimea as Russian territory. Putin wants official annexation of the peninsula disputed since 2014. In addition, Moscow demands that Kiev recognise the independence of the separatist republics of Donetsk and Lugansk in the Donbass. Last but not least, Ukraine will have to revise its constitution and make itself neutral. No membership of the European Union or NATO, therefore. On this last point, Ukraine has already made it known that it is willing to negotiate, meeting Putin's demands. Scholz had already guaranteed that NATO membership in Ukraine was not on the agenda.
The solution by applying international law and the democratic method:
1) both contenders cease military operations with UN legality check ;
2) popular referendum of the Ukrainian people either limited to the disputed territories of Crimea on independence, or annexation to Ukraine or annexation to Russia under UN supervision of legality;
3) popular referendum on the independence of the separatist republics of Donetsk and Lugansk in the Donbass or their accession to Ukrainian sovereignty or Russian sovereignty of the inhabitants of the Donbass under UN legality control;
4) Neutrality of repudiation of the war of Ukraine to be included in the Constitution and
economic commitment of Russia to help Ukraine in the reconstruction of Ukrainian cities
