Awful situation for foreign researchers and students in Italy at the hands of Prefettura and Questura

I am a researcher and a PhD from Politecnico di Bari. I am writing to you about the extreme delays at the hands of Interior ministry, Prefettura and Questura for the foreign students. I decided to write to you after all the frustration and hopelessness that I am facing now along with many others.
I would like to explain my case here and I am sure a lot of researchers and students esp PhD students are facing the same situation. As I mentioned previously, I am a researcher at Politecnico di Bari. My last contract finished on November 3, 2021. The university had to start the SUI procedure in October for which the university needed the credentials/account and password from Prefettura. Its been more than 3 months that Prefettura has not given them the required credentials. I have CONVENZIONI DI ACCOGLIENZA from the university, but I am not getting paid and I have been sitting idle for the last 3 months. If the university has to face this, you can imagine the gravity of the situation. Many students are getting visas outside Italy after 1 year has passed of their PhD. I am sure, if you investigate it, you will find it true.
Dear Sir, Italy was supposed to be welcoming for all the people. Ofcourse, Italian people are wonderful people, very hospitable and welcoming. But, the Italian bureaucracy is making it hell for foreign researchers and students. I hope that you look in to this matter and make lives easier for them.
